The Transmission System Operators are currently working on a methodology for an automated delivery monitoring of Frequency Containment Reserve (FCR), which will complement the existing process for availability monitoring. Similar to availability violations, delivery failures are to result in a reduction of the capacity price proportional to both volume and time. It must be ensured that there is a clear and correct distinction between these two aspects.
This concept will be presented at the Annual Balancing Service Providers Forum 2026 in Fulda. Envisaged go-live date is in 2027.
