ALPACA (aFRR capacity market)

ALPACA (Allocation of Cross-zonal Capacity and Procurement of aFRR Cooperation Agreement) is a voluntary cooperation of TSOs in accordance with Article 33 of the EB Regulation. It is based on the Austrian-German aFRR balancing capacity cooperation established in 2020 and since September 2025 also includes the Czech TSO ČEPS.
