Consultation - ramping restrictions for active power output in accordance with article 137(3) and article 137(4)
On 14th September 2017, the EU regulation 2017/1485, also known as System Operation Guideline (SOGL), entered into force. In accordance with Article 6(3)(e) of SOGL the transmission system operators (TSOs) of an LFC block must submit the following methodologies to the regulatory authorities of the concerned region:
- ramping restrictions for active power output in accordance with Article 137(3) (ramping restrictions for HVDC interconnectors) as well as article 137(4) (ramping restrictions for power generating modules and demand units);
- coordination actions aiming to reduce FRCE as defined in Article 152(14);
- measures to reduce FRCE by requiring changes in the active power production or consumption of power generating modules and demand units in accordance with Article 152(16);
- the FRR dimensioning rules in accordance with Article 157(1).
In accordance with Article 11, the proposals must be submitted for public consultation which shall last for at least one month.
The German TSOs form one LFC block together with the TSO of Luxembourg CREOS as well with the part of the Danish network which is synchronously connected to Continental Europe and is operated by Energinet.dk. Hence, these TSOs are obliged to consult the above-mentioned proposals and to submit the proposals to the relevant authorities.
In this public consultation the market participants have the possibility to comment on the proposal on ramping restrictions for active power output in accordance with Article 137(3) (ramping restrictions for HVDC interconnectors):
- The proposed ramping restrictions correspond to the status-quo and hence must be formally proposed in accordance with SOGL.
- The TSOs do not exercise the right to propose ramping restrictions for power generating modules and demand units in accordance with Article 137(4). Therefore, the respective consultation is not applicable.
The consultation begins on 31.07.2018 and ends on 31.08.2018.
