Consultation FCR Cooperation
Frequency Containment Reserve (FCR) Cooperation consulted stakeholders on a draft proposal of FCR cooperation market design pursuant to article 10 of the guideline on electricity balancing (EBGL). Article 33 of EBGL provides that TSOs exchanging balancing capacity shall develop a proposal for the establishment of common and harmonised rules and processes for the exchange and procurement of balancing capacity.
Consultation feedback was highly appreciated and taken into account in the proposals. Particularly, the feedback regarding the consulted implementation timeline was considered when packages 3 and 4 were decided to be merged. 4h products and D-1 auctions are therefore planned to be implemented together on 1 July 2020.
The proposals "TSOs' Proposal for the exemption from the obligation to allow balancing service providers to transfer their obligations to provide balancing capacity in accordance with Article 34 (1) of Commission Regulation (EU) 2017/2195 establishing a guideline on electricity balancing" and "TSOs' Proposal for the exemption from the obligation to allow balancing service providers to transfer their obligations to provide balancing capacity in accordance with Article 34 (1) of Commission Regulation (EU) 2017/2195 establishing a guideline on electricity balancing" were submitted to the respective national regulatory authorities as well as to ACER on 26 April 2018.
